Morocco has taken a major step toward advancing its digital transformation agenda with the signing of a memorandum of understanding (MoU) with French generative AI leader, Mistral AI. The agreement, signed on September 12, 2025, by Amal El Fallah Seghrouchni, Minister of Digital Transition and Administration Reform, and Arthur Mensch, Mistral AI co-founder and CEO, underscores Morocco’s ambition to position itself as a regional and continental hub for artificial intelligence.
Building Local AI Competencies
The partnership places strong emphasis on education, applied research, and knowledge transfer, ensuring Moroccan talent can access the tools and training necessary to compete in the global AI landscape. By creating pathways for students, researchers, and entrepreneurs, the collaboration aims to stimulate AI-driven startups and foster industrial projects that integrate advanced digital solutions.

- Khalid Safir, General Manager of the Deposit and Management Fund (CDG)
